Carp are generally very lazy fish, so when food suspends off the bottom as does the tail of this fly as it flutters, it's easier for them to eat and allows them to use less energy to move around and feed. The tail material is squishy and stretchy (but not rubber) and will always stand straight up off the bottom and flutter in the current and yell eat me, due to the foam attached to the tail. Cast a couple feet ahead of feeding fish and let the fly sit on the bottom without moving it. Grab a few, you and the fish won't be disappointed! Note, there will be no foam on tail as in photo.
